Spain's stated reasons for the veto: - doesn't include a reference to the 'kingdom of Spain' every time the Catalan government is mentioned - refers to Catalonia as a 'country' and a 'signatory' instead of as a 'region' ...

None of which, of course, are the real objections. The truth is that any Catalan project that promotes the country as outward-looking, progressive, business-oriented, or Europe-facing is seen as an attack on Spain.
